A normal, chaotic big African city - more expensive than most. Relatively safe to walk around downtown during the day; take care at night. If you need to be there for business, it's better than many 3rd world cities. For tourism, not much to see/do in Luanda. Airports are normal: Completely chaotic

The flat itself is furnished and equipped to a very high standard, the location is perfect to order food and groceries for delivery, the building is safe, and I could go on and on about all the things that I liked about this place but I rather just say that I won't be staying anywhere else in Luanda instead.
